Dr. ROY L. RUCKER SR.

CEO

Before retiring from a 30+ year career in the US Army, Roy started TRECIG, LLC as a platform to utilize his vast knowledge of IT and CYBER Security Operations. Roy is an experienced CEO, CTO, and team builder skilled in IT and cyber business development, mentoring, business process improvement, cross-functional team development, marketing, strategic operational planning, facilitation and conflict resolution, and IT service management. He also has a very strong program and project management background. Roy’s 30+ years of Army service afforded him the opportunity to serve in many positions at all levels, as well as allowing him to serve in diverse locations geographically dispersed around the world. He retired as a Chief Warrant Officer 5.

Roy holds a Bachelor of Science degree in Information Systems Management, Master of Science degree in Leadership and Management and a Doctor of Business Administration in Leadership (DBA).

Leticia Y. McCray

Vice President

Leticia is a retired U.S. Army Signal Warrant Officer 4 with 22 years of military service. Leticia has extensive expertise in local and wide area network infrastructure design and implementation, project and program management Information Technology (IT) policy development, and infrastructure security.

Leticia has served numerous years within the Intelligence Community in strategic planning roles focusing on cybersecurity, global network management, cloud computing, and customer relationship management (CRM) for organizations/ agencies including DoD (Army, Air Force, Marine Corps), DHS, DoS, INSCOM, PEO-EIS, DOT&E, 1st 10, Army Futures Command, and ARCYBER.

She has also developed and implemented identity and access management solutions in both on-prem and cloud environments, which included build-outs of DevOps environments for Application Delivery. Leticia has continuously been recognized for training and retaining highly engaging and performing teams at strategic and operational levels within both domestic and global environments with keen focus on meeting and surpassing organizational objectives.

Tamara Hornbaker

Chief operations officer (COO)

Tamara Hornbaker is a retired Army Master Sergeant with 20 years of distinguished military service. Throughout her career, Tamara held key strategic operational roles, specializing in resource management, logistics, and command operations. She made significant contributions to the U.S. Army and the U.S. Army Chaplain Corps, where she consistently demonstrated expertise in the coordination of complex operations, strategic planning, and the management of personnel. Her leadership and extensive operational experience have been instrumental in executing high-level strategies and ensuring the efficient delivery of mission-critical objectives.

Tamara’s ability to oversee complex logistical operations, coupled with her in-depth understanding of strategic planning and operational coordination, has made her a valuable asset in driving the success of large-scale missions. She has been recognized for her ability to translate strategic objectives into actionable plans and effectively manage resources to meet organizational goals.

Tamara holds a Bachelor of Science in Psychology from Stillman College and is currently pursuing a Bachelor of Administration in Organizational Leadership (Project Management) from Arizona State University.

Martha Key

Chief Acquisition/Logistic Officer

Martha Key brings a wealth of experience in leadership, tactical and strategic operations, supply chain management, and organizational readiness. She is an accomplished and highly skilled logistics and acquisition professional with a distinguished career. Martha is a retired U.S. Army Property Accounting Technician Chief Warrant Officer Four, with 22 years of military experience.

Martha has a proven track record in optimizing supply chain efficiency and driving operational success. She excels in streamlining processes, reducing costs, and enhancing the reliability of supply systems. Her deep understanding of procurement, distribution, and inventory management ensures the timely and accurate delivery of essential supplies, while maintaining a strong focus on enhancing mission readiness.

Her unparalleled ability to manage supply chains, optimize logistics operations, and lead cross-functional teams makes her an invaluable asset to KUOG and a recognized expert in her field.

Martha holds a Bachelor of Science degree in Business Administration and a Master of Business Administration (MBA). She is currently pursuing a Doctor of Business Administration (DBA) in Supply Chain Management and Logistics, further expanding her expertise and commitment to the field.

Shana Gunn

Chief Procurement Officer

Shana Gunn is a proven entrepreneur who led a success enterprise for 14 years prior to joining the KUOG team as Chief Procurement Officer. Her expertise spans supply chain management of weapon systems to construction materials. Without limitations for electrical & electronic components, Raw Materials & Composites and Logistics/Procurement Support, she drives results on highly visible DoD programs to support our Warfighters. Cognition embraced with soft skills to navigate the intangibles that produce tangible impact, she developed longstanding relationships with national vendors and manufacturers to offer best value solutions to military and commercial end users.

Mrs. Gunn’s commitment to excellence can be felt by those she works with from inception to well after order completion. Being a fertile soil to produce meaningful results is a way of life that she lives by and this inherent quality is a value add to the KUOG team that ensures we are planting seeds in others and helping our warfighters return home safely.

Julita Cadiz

EVP of Contracts

Julita (Julie) Cadiz is a seasoned executive leader with a distinguished U.S. Army career of 20 years specializing in logistics followed by an additional 20 years of specializing in contract management and program oversight within the Defense Industrial Base. She brings extensive expertise in procurement, quality assurance, and compliance, ensuring seamless contract execution and operational efficiency. With a deep understanding of government contracting, she has successfully led multi-million-dollar programs, managed vendor relationships, and implemented strategic initiatives to enhance logistical operations. Her ability to navigate complex regulatory environments, coupled with a strong background in supply chain management and contract negotiation, positions her as a driving force in optimizing contract performance and execution.

At KUOG, Julie serves as the Executive Vice President of Contracts for where she provides strategic leadership and oversight for all contractual operations. Julie’s expertise in contract negotiation, risk mitigation, and government procurement enables her to drive operational excellence and strengthen the organization’s competitive positioning within the industry. She works closely with the Chief Procurement Officer and Chief Acquisition/Logistics Officer to streamline procurement strategies and ensure seamless coordination across procurement, acquisitions and logistics. With a direct reporting line to the CEO/President, Julie is instrumental in shaping KUOG’s contract management framework, optimizing operational efficiency, and reinforcing the company’s standing in the defense and government contracting sector.

Ken Grant

VP | SOF Business Unit

Ken Grant is an experienced leader in cybersecurity and technology, with more than twenty years of expertise in fostering innovation and achieving operational excellence in the defense and national security sectors. A retired U.S. Army Chief Warrant Officer Three (CW3), Ken has served in various units, primarily within the elite Special Operations community.

Throughout his career, he has led complex tactical communications, cybersecurity initiatives, and mission-critical IT operations in high-threat environments. Throughout his career in Information Technology and Cybersecurity, Ken has earned a reputation for delivering secure, scalable solutions that align with strategic objectives and enhance mission readiness. His expertise includes enterprise network design, cloud security architecture, threat detection and response, and cyber risk management for both federal and commercial clients.

His unique combination of military precision, technical expertise, and executive insight makes him an invaluable asset to KUOG and a recognized authority in cybersecurity and secure mission enablement.

Patrick L. Barrett

Director | SOF Business Unit

Before serving as Director of SOF Business for the TRUOG team, Patrick Barrett was a dedicated professional with 22 plus years of outstanding performance and results in the U.S. Army and Special Forces, Green Berets. Highly skilled at communicating, building influential relationships with clients and teams at all levels of an organization. A solution-oriented strategist who is honest, trustworthy, reliable, with a focus on long-term goals and cross-functional collaboration. Extensive work with high-level Military and State Department personnel in and out of foreign embassies and consulates. Dedicated to promoting the United States of America Strategic Level Initiatives around the world, building generational relationships at all levels of the Military and Government.

Patrick holds a Bachelor of Science degree with honors in strategic studies and defense analysis from the University of Norwich. Additionally, he is certified in Open-Source and All Source Intelligence analysis among many other skills and attributes.

Jay Aleem

Director of Cybersecurity | SOF Business Unit

Jay Aleem is a distinguished cybersecurity and IT professional, bringing over 25 years of expertise in systems engineering, networking, and cybersecurity. He earned his Bachelor of Science in Computer Science from Wichita State University and further advanced his expertise by completing a Master of Science in Cybersecurity and Information Assurance at Western Governor University, specializing in secure system design, cloud security, and zero trust architecture.

A decorated veteran, Jay retired as a Chief Warrant Officer 3 after more than two decades of dedicated service in the U.S. Army, including three combat tours during Operation Enduring Freedom. Throughout his military tenure, Jay held pivotal roles such as Systems Administrator for over 20,000 users in the European Theater, Cybersecurity Manager responsible for securing USAREUR tactical networks, and Lead Cloud Engineer managing USASOC’s tactical mission network for ARSOF.

Jay’s innovative work includes integrating sensor and drone data streams into cloud environments, utilizing state-of-the-art AI and ML tools, including cloud-native machine learning technologies and OpenAI integrations. These cutting-edge solutions have significantly enhanced real-time data analysis, visualization, and decision-making capabilities, directly contributing to improved situational awareness and operational effectiveness on the battlefield. His dedication to excellence was underscored when his network architectures earned the prestigious National Security Implementation Authorization (NSIA) approval from the Department of Defense’s Director of National Security Systems.

Currently, Jay continues to spearhead solutions in secure cloud and multi-cloud infrastructures, focusing on pioneering defensive cybersecurity strategies, AI-driven operations, and modern technological advancement. His ongoing commitment ensures the resilience, security, and operational efficiency of vital IT infrastructures supporting critical government and defense operations.

Stacy Boyd

Technology Operations Professional

With over 20 years of combined experience in healthcare operations, military medicine, and IT program management, Stacy Boyd brings a mission-driven mindset to advancing innovation across the defense industrial base. A U.S. Army veteran and seasoned leader, Stacy has led high-impact teams through complex technology transformations, regulatory compliance programs, and enterprise-wide system migrations. She has served in many roles ranging from Clinical Business Analyst to Technology Operations Professional, supporting both state and federal government programs alike.

Stacy’s career reflects a deep dedication to improving healthcare outcomes, optimizing IT infrastructure, and guiding teams through change with integrity and compassion. Her technical strengths in Agile methodology, data security, and healthcare IT compliance position her as a trusted champion in secure, data-driven environments that demand precision and resilience.

Justin Alexander

Senior Program Manager

Justin is an accomplished Senior Program Manager with over 15 years of experience in defense contracting, aerospace manufacturing, and logistics management. Currently serving as the Senior Program Manager at KUOG, Justin leads operations on the $1.5 billion Strategic Replenishment Contract (SRC) for the U.S. Air Force.

With a background that spans both military and civilian sectors, Justin has a proven track record of program execution, cost optimization, cross-functional leadership, and strategic procurement. His earlier experience as a U.S. Air Force asset manager and maintenance supervisor honed his expertise in logistics, compliance, and munitions readiness—contributing to multiple award-winning operations.

Justin holds a Bachelor of Science in Project Management from Colorado State University – Global Campus and is currently pursuing an MBA from the College of William and Mary. He also holds two Associate degrees from the Community College of the Air Force in Munitions Systems and Air Transportation.

Minnisha Hearst

Technical Writer

Minnisha Hearst is an accomplished acquisition and procurement professional with over 19 years of experience in federal acquisition, specializing in IT solutions, cybersecurity, cloud services, and construction projects. Originally from Washington, DC, Minnisha has built an impressive career marked by expertise across the entire acquisition lifecycle, from pre-award to award, with a deep understanding of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulation Supplement (DFAR). She holds a BS in Management Studies, a Project Management Professional Certification, and a master’s in government Contracts from The George Washington University.

Throughout her career, Minnisha has excelled as a Subject Matter Expert, providing strategic guidance and technical leadership for high-stakes projects, including the leading initiatives with the White House and a $4 billion Homeland Security cybersecurity initiative to develop and deploy an emergency broadcast system across the United States, ensuring nationwide citizen safety and communication resilience. She has also led projects with the Department of Defense and Department of Homeland Security, where she has served as both a project manager and team lead, overseeing critical initiatives while bringing her expertise to the agency. Her notable achievements are leading $150 million in utilities for the General Services Administration Region 11. Renowned for her exceptional leadership, negotiation, and strategic sourcing skills, she has consistently delivered projects on time and under budget, serving as a trusted advisor to senior officials and mentoring teams.

Additionally, Minnisha has extensive experience as a technical writer, crafting detailed acquisition documentation, policies, RFPs, and reports with precision and clarity, enhancing communication and compliance across federal programs. When not working, Minnisha loves to spend time with family, gardening, cooking, and going hiking.

Robert Bronner

Program Manager

Rob Bronner is a committed and skilled expert recognized for his enthusiasm for excellence and innovation in collaboration with the US government. With a strong background in program management, he offers a rich array of insights that greatly enhance the company’s success.

Rob has consistently excelled in various roles throughout his career, showcasing his unwavering commitment to the organizational motto, “Wherever. Whenever. We Get It Done.” His extensive expertise in program management has proven to be instrumental in not only driving key initiatives but also in successfully achieving critical organizational milestones over the years. This combination of dedication and skill has positioned him as a pivotal figure within the organization, earning him respect and recognition among his peers.

Rob has dedicated several years of his life to serving in the United States Air Force. During his service, he was deployed to Afghanistan at the height of the war, contributing to the military efforts during a critical period.

Besides his professional endeavors, Rob enjoys time with his wife and two young boys, reflecting his belief in maintaining a balanced and fulfilling life. He is also actively involved in football officiating, showcasing his commitment to positively impacting the community.

Shaylon Fluellen

Logistic Support Specialist

Shaylon Fluellen is an accomplished logistics manager and customer support specialist with over 20 years of experience leading high-impact projects, optimizing supply chains, and delivering exceptional service throughout her time in the military. With a proven track record in process improvement, procurement, and customer engagement, Shaylon has consistently driven operational efficiency and organizational success in dynamic, fast-paced environments.

Her career began in the U.S. Air Force, where she held progressive leadership roles managing global logistics operations, multimillion-dollar assets, and procurement programs. As a Contracting Officer Representative and Logistics Manager, she provided mission-critical support to counter-narcotics efforts and weapons systems valued at over $8 billion. Shaylon’s ability to analyze supply chain processes, ensure compliance, and implement cost-saving initiatives played a key role in organizational readiness and efficiency.

Shaylon holds a Master of Arts in Business Management with a certification in Organizational Leadership, a Bachelor of Arts in Psychology, and is currently pursuing a Bachelor’s Degree in Government Contracting and Acquisition, with a certification in paralegal studies further solidifying her foundation in federal procurement and regulatory compliance.

Shaylon serves as a Logistic Support Specialist with KUOG Corporation, where she manages Blanket Purchase Agreement (BPA) requests and monitors key communication channels. She is responsible for analyzing vendor data, coordinating quotes and invoices, and supporting contract deliverables using various platforms like Salesforce and Smartsheet.
